Christopher P. Malcolm
Dr Christopher P. Malcolm is Principal of the Norman Manley Law School. He is a distinguished academic, attorney-at-law and disputes management practitioner, with just under thirty years post-qualification experience at the Bar, in legal education, public service, and regional governance.
Prior to his appointment as Principal, Dr Malcolm was a Senior Lecturer in the Faculty of Law, The University of the West Indies (The UWI), Mona Campus. There, he held several leadership roles, including as Interim Dean, Deputy Dean for Graduate Studies and Research, and Director of the Mona Law Institutes Unit. His continuing work in academia has focused on strengthening legal education, through curriculum development, quality assurance, research, student engagement, and staff empowerment.
Dr Malcolm has made significant contributions in public service across the Caribbean region, including as Attorney General of the British Virgin Islands, Head, Legal Unit, The Organisation of Eastern Caribbean States (OECS), and Consultant Senior Legal Advisor to Jamaica’s Minister of Justice. In these roles, the scope of work included constitutional and administrative law, banking and finance, arbitration and alternative dispute resolution (ADR), justice sector reform, institutional governance, regional integration and economic development, and public policy,
An internationally respected authority in arbitration and ADR, Dr Malcolm has appeared as counsel, arbitrator, adjudicator and mediator in a myriad of domestic and international disputes resolution matters. These have included infrastructure, oil and gas, contract administration, trade and investment, real estate, intellectual property, and public sector projects.
Dr Malcolm is a graduate of Munro College, The University of the West Indies, Cave Hill Campus, The Norman Manley Law School, and The Centre for Commercial Law Studies, Queen Mary, University of London.
Eulalie N. Greenaway
Ms. Eulalie N. Greenaway is the Senior Tutor at the Norman Manley Law School. She is an attorney-at-law admitted to practice in Montserrat, Barbados and Jamaica.
She is a graduate of the Norman Manley Law School’s Class of 1993. She completed the Bachelor of Laws degree at the University of the West Indies, Cave Hill campus with First Class honours and, previously, a Bachelor of Arts degree with Upper Second Class Honours. She is a former Commonwealth Scholar and holds a Master of Science degree in International Business and Marketing from Strathclyde University.
Ms. Greenaway is from the British Overseas Territory of Montserrat and served in the public service as Magistrate, Registrar-General and Registrar of Companies, Trademarks and Patents. She subsequently entered private practice, focusing on Corporate and Commercial Law.
In 2003, Ms. Greenaway joined the team of full-time Tutors at the school and has served as Course Director and Tutor for the subjects Conveyancing and Registration of Title, Law of Associations and Landlord and Tenant. Her teaching career extends to The UWI, Cave Hill Campus where she served as Course Director and lecturer in Company Law and Corporate Insolvency Law. She is currently a Course Director and adjunct lecturer for Advanced Corporate Insolvency Law in The UWI’s LLM, Corporate and Commercial Law postgraduate programme.
Ms. Greenaway has served on law review committees, regionally, and is an active member of several regional and international professional bodies, contributing to Corporate and Commercial Law and practice in the Commonwealth Caribbean.
Carlando Francis
Carlando Francis is the Registrar of the Norman Manley Law School, a role he has held since August 2013. For more than 21 years in higher education administration, Mr. Francis has committed himself to strengthening the student experience through effective support services, academic administration, student records management, and institutional governance.
As Registrar, he has led initiatives to improve admissions and registration processes, ensured compliance with academic policies and regulatory standards, and strengthened the integrity, security, and reliability of student records. He has also worked collaboratively with students, colleagues, and external stakeholders to streamline processes, implement evidence-based solutions, and support student success from admission through graduation.
He is committed to fostering efficient, student-centered services while upholding the highest standards of accuracy, confidentiality, and professionalism. His passion for higher education administration continues to guide his efforts to improve institutional effectiveness and create positive experiences for students and staff.
Lascine Wisdom Barnett
Mrs. Wisdom-Barnett joined the staff of the Norman Manley Law School in September 2017 as a Tutor/Attorney at the Legal Aid Clinic and was appointed Clinic Director in March 2018. She holds a Bachelor of Laws Degree from the University of West Indies, Cave Hill Campus, A Bachelor of Arts Degree from the University of the West Indies Mona Campus and is a proud graduate of the Norman Manley Law School.
Mrs. Wisdom-Barnett has over 24 years of experience in a wide range of practice areas and is also a certified Supreme Court Mediator, Certified Mediation Trainer of Trainers and a Data Privacy Practitioner. She sits on the Board of the Legal Aid Council and chairs the school’s Data Privacy Compliance Committee, Legal Aid Clinic Committee and facilitates the Data Privacy Specialist Clinic.
Mrs. Wisdom-Barnett serves as a Deacon at the Bethel Baptist Church and is also a volunteer at the Bethel Baptist Church Legal Aid Clinic.
Sharon Smickle
Sharon Smickle is the Human Resource Manager at the Norman Manley Law School, having joined the institution on 5 September 2023. As a strategic human resource professional, she is committed to fostering a high-performing workplace through effective people management, employee engagement, talent development, and sound human resource practices that support the school’s mission and strategic objectives.
As Human Resource Manager, Mrs. Smickle provides leadership in the development and implementation of human resource policies, recruitment and selection, employee relations, performance management, compensation and benefits administration, organizational development, and staff wellness initiatives. She works collaboratively with management, employees, and external stakeholders to build a positive workplace culture, strengthen organizational effectiveness, and ensure compliance with employment legislation and institutional policies. strategic objectives.
Mrs. Smickle is a Justice of the Peace, commissioned in Kingston, and a SHRM Certified Professional (SHRM-CP) through the Society for Human Resource Management (SHRM). She is passionate about advancing the human resource profession through ethical leadership, continuous learning, and innovative people-centered solutions. Her commitment to professionalism, integrity, and service continues to guide her efforts in developing a resilient workforce and supporting the long-term success of the Norman Manley Law School.
Rochelle Davis
Rochelle Davis is the Librarian at the Norman Manley Law School, with over 18 years of professional experience across national, law firm, academic and law school libraries. This blend of experience brings diverse expertise, practical insight and strategic perspective to the development of library services and resources supporting research, teaching, learning and vocational training.
Ms. Davis led initiatives to enhance library resources and services through strategic collection development, including the expansion of electronic resources and diversification of the collection to support interdisciplinary and emerging areas of law. She has also introduced information, research and AI literacy campaigns and training programmes that empower students and staff to become critical, confident and responsible users of information.
Under her leadership, the Department has leveraged technology to broaden access to library resources and services, including live chat for virtual reference, assistive technologies to support inclusive access, electronic document delivery, online database training, and other technology-enabled research services. These initiatives advance the Library’s vision of extending access to legal information and research support beyond its physical spaces.
Through peer-reviewed publications, conference presentations and policy development, Ms. Davis contributes to professional scholarship and knowledge sharing in law librarianship. Her work reflects a commitment to strengthening the Library’s contribution to teaching, learning and research at the Law School.
Sandra Salmon
Sandra E. Salmon, MA, BSc (Hons), is a higher education quality assurance professional with extensive experience in quality management, Student Affairs, and Registry administration. As Quality Assurance Manager at the Norman Manley Law School, she leads initiatives to strengthen academic quality, institutional effectiveness, and compliance with legal and regulatory requirements.
With specialised training in monitoring and evaluation, data analytics, and data storytelling, Sandra advances institutional data maturity by developing systems that provide actionable insights to support continuous improvement and informed decision-making.
Known for her collaborative leadership, she engages internal and external stakeholders to promote transparency, accountability, and shared responsibility for quality outcomes, thereby supporting the delivery of contextually relevant legal education and student-centred services.
