This section provides the information you need to identify the correct application route, prepare your supporting documents and complete each stage of the admissions process.
Applications to the Two-Year Legal Education Certificate Programme follow separate pathways for UWI and non-UWI applicants. Before beginning, review the requirements for your applicant category and confirm that the Norman Manley Law School is the Law School assigned to your territory of ordinary residence.
Digital Admissions
Admissions to Norman Manley Law School Are Now Fully Online
Applications for admission to the Norman Manley Law School are completed through the New Online Admissions Portal. Applications should no longer be submitted by hand, post or email. Please Note - only online submissions will be considered.
Through the Portal, applicants can create an account, complete the relevant application process, upload supporting documents, provide referee information, pay the application fee and follow the progress of their application. Applicants will also receive notices, respond to requests for corrections and, where an offer is made, view and respond to the offer through the Portal.

Six-Month Programme
Applications for admission to the Six-Month Programme are not processed through the Norman Manley Law School’s Online Admissions Portal.
Applicants should apply directly to the Eugene Dupuch Law School and review that School’s current eligibility requirements, application procedures and deadlines.

Applicant Zones And Territories
The Council of Legal Education Law Schools are zoned for the admission of students from participating territories of the West Indies.
Persons ordinarily resident in Anguilla, Antigua and Barbuda, Belize, Jamaica, Montserrat, and St. Kitts and Nevis should apply to the Norman Manley Law School. Applicants ordinarily resident in other participating territories should apply to the Hugh Wooding Law School or the Eugene Dupuch Law School, as applicable.
UWI Applications for the2027-2028 Academic Year
Applicants applying on the basis of an LLB degree from The University of the West Indies should proceed directly to the full application process through the Online Admissions Portal.
Applicants must create and verify their Portal account, complete all required sections, upload the required documents, provide referee information, pay the application fee and submit the completed application by the stated deadline.
Eligibility Requirements
To be eligible for direct admission, applicants must be in possession of an approved qualification. The approved qualifications are:
An LLB degree from the University of the West Indies.
An LLB degree from the University of Guyana provided that:
- The holder of the degree is a national of Guyana
- The degree was awarded in 1998 or afterwards
- The holder is included in the list of 25 graduates provided to the Council of Legal Education
Supporting Documents
Applicants must submit the following with their online application
- Original transcript sent directly from the institution, addressed to the Registrar of the Norman Manley Law School.
- Certified copy of Birth Certificate
- Certified Copy of Passport
- Deed Poll and, or Marriage Certificate, if there has been a name changes
- Three Passport Sized Photograph Taken Within the Last Six Months
- Non-refundable and Non-transferable Application Fee of US$15.00. This should be paid via Bank Draft/Manager’s Cheque in US$. This should be made payable to the Norman Manley Law School and must accompany the completed application.
- Cash or equivalent currencies will not be accepted.
- Any other supporting documents requested.
References
Two references should be submitted in support of your application. The Regulations require that a referee must be one of the following:
- A judge of superior Court; or
- An Attorney-At-Law of at least seven years’ experience; or
- A Magistrate with a minimum of three years’ experience: or
- A Principal of an Educational Institution; or
- A Medical Doctor who has been registered to practice for at least seven years

A standard letter can be requested from the Registrar’s Office to facilitate persons’ international visa applications, based on the duration of the programme. Persons should contact the registrar’s office to make these requests.

Non-UWI applicants should expect a decision on their applications by the 31st August 2026.
Non-UWI Applications for the2027-2028 Academic Year
Applicants applying on the basis of a law degree or professional qualification obtained outside The University of the West Indies must first complete a pre-application through the Online Admissions Portal.
The pre-application collects information about the applicant’s institution, qualification, degree classification, graduation year and country. The Admissions Office will review this information to determine whether the applicant satisfies the minimum requirements to proceed. Eligible applicants will then be invited to complete the full application.
Non-UWI applicants may also be required to sit the annual entrance examination conducted by the Council of Legal Education, in accordance with the applicable admission requirements.

About the Online Admissions Portal
The Online Admissions Portal provides a single, secure point of access for managing your application to the Norman Manley Law School. The Portal replaces the previous paper-based process, allowing applicants to complete the required admissions steps online and receive updates as their application progresses.
Through the Portal, you can create and verify your applicant account, complete the application relevant to your qualifications, upload supporting documents, provide referee information, pay the application fee and submit your application. You can also monitor outstanding requirements, receive requests for corrections, view your admissions decision and, where an offer is made, accept, decline or request a deferral online.
Applicants are responsible for ensuring that all information submitted is complete and accurate. Once an application has been submitted, it is locked against direct editing. Where a correction is required, the application will be returned to the applicant through the Portal for amendment and resubmission.

How do I apply to the Norman Manley Law School?
Applications are submitted online through the Norman Manley Law School’s Online Admissions Portal. Is the entire application process online?
